Become a West Virginia notary with Notary Rotary, Inc.
The eligibility requirements for appointment as a notary public in West Virginia are simple. A person must:
- Be a citizen or permanent legal resident of the United States
- Be at least 18 years old
- Be a resident of West Virginia, or a resident of another state who works at an office address within West Virginia
- Be able to read and write English
- Not be disqualified to receive a commission pursuant to West Virginia Code §39-4-21
Term of Appointment:
Notaries, once commissioned, may perform notarial acts in any part of this state for a term of five (5) years, unless revoked or resigned sooner.
Step 1: Read the West Virginia Code that governs notary practice.
On the application to be a West Virginia notary public you will be signing an oath that you have read and understand the requirements and will follow the law. Step 2: Download and complete the application for appointment as a West Virginia notary public; purchase $1,000 West Virginia notary bond from Notary Rotary

You can either fill out the form online and print to complete the process or you may print and complete the application by hand.
Your application must be submitted with either a $1,000 notary bond or proof of $1,000 in qualifying insurance. A West Virginia notary bond or insurance policy may be purchased from Notary Rotary.
When your application is complete and correct; mail it, and a $52 check or money order made payable to "Secretary of State", to the following address:

Step 3: Wait to receive your commission letter from the state then order your supplies from Notary Rotary, Inc.
The office of the Secretary of State will send you a commission letter once your application has been approved and processed. The commission letter will provide the exact information you need to have included on your seal, including your new commission expiration date.
Once you have received your commission certificate visit the Notary Rotary online store using the following link: West Virginia Notary Supplies. Enter the store, fill out the required information and place your order for your official West Virginia notary stamp and any other supplies you may need.
The State of West Virginia does not require the use of a journal or notarial record book, however, we always advise notaries to acquire one. A West Virginia notary journal or record book is a good way to provide proof if one of your official acts is ever called into question. Step 4: Receive your supplies from Notary Rotary, Inc., your commission certificate and notary handbook from the state
After receiving your notary supplies from Notary Rotary, Inc., along with your commission certificate from the state, you will officially be a notary public for the State of West Virginia and you will be ready to begin your duties.
The state of West Virginia advises that all notaries public review the West Virginia Notary Handbook and keep it handy for future reference.
