Since you're new to this board, it would be a good idea for you to take some time to read through the old messages that are archived here (accomplished by using the "previous" button at the bottom of each page). You'll find a LOT of useful information in the discussions and probably will have a lot of your questions answered without even having to ask them.

As for this question, I have no idea about the answer. It may vary by state, you might want to google it and see what you come up with.
