Notarization in Iraq

I have an soldier in the Army, based in Iraq, that notarized a POA for a borrower, a fellow soldier in Iraq. The notary completed an acknowledgement but didnt stamp it. The Notary was based out of Washington. Anyone have any idea on weather a stamp would be required?

If the "notary" was a commissioned Army officer, performing the allowed duties of a notary public, then there is no stamp or seal. He would need to complete the information below his signature and printed name, as to title (rank and/or grade), branch of service and command. The exact requirements vary from state to state, but generally they all allow a commissioned officer above a certain grade to perform notarial services for their commands.
