Why would someone have to have a preliminary report notarized?

Good question! I work in the construction industry and file preliminary notices almost daily and have never had my signature notarized.

Some people think notarization makes a document legal. When I do a simple notarization I always explain that the only thing my seal does is witness their signature, nothing more. Unless there is an acknowlegement or jurat attached it says nothing.
