This will be the first time I certify a POA - do we perform an acknowledgement or seal the actual POA form?

No on both choices. You should review the original and the copy and attach a cretification to the copy. Go directly to your gray California notary handbook, there is a certification of Power of Attorney form and how to instructions on page 15.
