What can you expect? The SOS only receives about $2,500,000 from Notary application fees to work with. Do you think that's enough to producec a revision to three or four pages in the Notary Manual or upload a word file to the SOS website? Answer: Not in Sacramento.
First as SOS you have to run everything thru Jerry Brown's office (Governor Moonbeam is now the Attorney General, having recently been the Mayor of Murder City USA, aka Oakland, CA) and then the AG's office will have to hire several more attorneys (on a hourly contract basis of course but will full benefits) to review the changes in the law, then after that some yahoo will probably sue to hold the changes in limbo until the Federal 11th Circuit Court of Idiots reviews the Notary law's impact on the Spotted Owl's freedom of speech, so maybe by next year (2009) we will have an official opinion which will be published on the SOS website, unless the SOS takes immediate action and raises the application fee.
Yes, that's the solution, raise the appliocation fees so the SOS can do her job. That's how itworks in California.
