An entity in a foreign country could require all kinds of things, such as the document being printed on A4 size paper instead of 8.5 by 11 inch paper, or require that the notary's commission be in force for at least a year after the date of notarization. But the secretary of state who applies the apostille isn't going to care about the recipient's demands; the SOS is only going to care that all requirements of state law are met.
