Here in FL I'd complete and stamp one jurat - one notarial act - one tax-deductible fee

It's not the number of people named in the document - it's the number of "notarial acts" you perform (as you said, Colorado says $5.00 per *notarial act*) - if you name both people in one, it's one - deduct $5. Do a separate jurat for each, in your case it's two - two stamps, two acts, $10.
