I can't answer your question about NJ needing notarization's for birth certificates. Getting Certified copies of a Birth Certificates is pretty easy at Vitalchek. https://www.vitalchek.com/

As stated before, in California once you get the forms sent to you from Vitalchek, California does require the form to be notarized. Not sure about NJ. Once you see the form you will know.
