I tried it first for my city and then for Sacramento, and it worked fine for me both times. (BTW, it showed 16 pages of notaries in Scto.) This is a first, actually, because I've never seen it work this way for me before. When I searched in my own city, it actually only brought up notaries within my city. (Maybe I only did zip searches before? Don't remember.)

I think I learned a bit about how their site works, though - at least today... When I did a search by zip code, selected within a 10 mile radius, and hit "apply", it appeared to bring up a random list of all notaries within that 10 mi radius. Very screwy, if you ask me!

I hope you're able to get it working again. It may just need to be reset, possible overnight.
