Notary law varies from state to state and I would defer to Linda for something done in FL. I absolutely agree with the first point (it's illegal to notarize an incomplete doc here), but I see the second point a little differently - and perhaps this should apply elsewhere, too. The suggestion that the signer didn't need to personally appear before the notary is a big red flag to me. Our state doesn't specifically require that the notarization be completed in front of the signer (although IMO it should), but it does require the signer to either sign or acknowledge their signature before the notary, i.e. "personally appear".

With an incomplete document, there's no way to know for sure about the third point, but that in itself is a good reason to not notarize an incomplete document. Sounds fishy to me! If I was that signer, I'd refuse to sign that document and would probably be making noise about the association finding a new manager!
