If you drive in Calif, you will notice that 9 out of 10 drivers on the road are on their cellphone somehow - either talking, texting or??? You don't see many of them pulled over getting tickets so they take the chance.

The budget for traffic enforcement has been gutted so deeply that there really isn't much in the way of any traffic enforcement anymore. So sad.
