That doesn't really mean anything. Lots of "upright" seeming people have committed crimes. When I check someone's ID, I never go by how they 'seem', just by what is presented to me, and I use the same principle in other matters.
I don't remember where I read it, but I recall seeing something about protests (n CA, at least) only being handled by bank notaries, so I use that as an excuse to not do them if I'm ever requested to provide that service.
Yoli provided a great link below from the FBI about the Sovereign Citizen movement. IMO, it's primarily a group of anarchists. Whatever our varying politics might be, I suspect we all still have a basic belief in our country and system of government, warts and all. At the risk of crossing the line, the Sovereign Citizens want to live here and enjoy the benefits of being an American without having to contribute anything in return. I'll leave it at that.
