This offer was only made to Amazon employees - it's not to the general public. The article I read said that even employees of Whole Foods, owned by Amazon, are not eligible. What they're trying to do is cut Prime delivery from two days to one, and also decrease their reliance on UPS, Fedex, and USPS.

If I remember correctly, it also said that in addition to the seed money they would pay each employee taking the offer 3 months wages/salary.
