If I complete a jurat for CA property, the jurat will be in accordance with my laws in FL - and CA has to accept it. The only time the notarial certs MUST conform to CA law is when the notarization takes place in CA. I, here in FL, am not obligated to comply with CA notary law - I must comply with FL notary law.

The prevailing authority is the laws of the state where the notarization takes place.
