Question for CA notaries

This situation has come up twice in the last two weeks. I've received requests to be present during a 'telephone hearing' and to confirm, verbally, to the judge that the person on the phone is indeed who they say they are.

As far as I know, this is not something a CA notary can do, as we notarize signature. I've probed to find more info, and there is no document to notarize. The judge simply wants the notary to ID the person on the phone.

The first request was from Florida, and the most recent is from New Mexico. What am I missing?
