Still acting as CT notary despite felony convictions?

Based on the fact presented, what do you think . . . does the action befit the crime, or was the notary given preferential treatment?

"When the story first came out, Merrill had said that she lets her staff handle all applications, and any discipline such as revocations, suspensions and reprimands, concerning the state's 55,000 notaries. "In the case of Mr. Robles," she had said, "there was an investigation of [a] complaint, [he] acknowledged his mistakes and apologized for them, and he received a written reprimand instructing him to correct the errors on his record…"
