Donna, please refer to page 17 of the CA Notary Public Handbook which states..."Contrary to popular belief, there is no prohibition against notarizing immigration documents." The confusion comes in when you are asked to "assist a client in completing immigration forms" which is not allowed without the notary also being an immigration consultant or attorney, etc. Unfortunately, most requests want the notary to fill out the forms, not just notarize the form.
