I have a pretty strong suspicion... If people go to the classes where the exam is taken right after the class, they remember the info just long enough to pass. For most people, information has to get reviewed and consolidated in the brain in order for that info to be retrievable later.*
Unless someone really cares about being a knowledgeable, professional Notary Public vs. just someone who can put a stamp on a page, that one-day exposure doesn't cut it, especially if they don't have an opportunity to apply that new information right away. And as we know, it generally takes at least a couple of months before they'll get their commission and stamp. Apparently, all too many just care about getting the commission. Those of us who pursue this as our primary occupation are probably a small minority of all notaries.
