I've run into this situation several times. Sometimes it's because they can't find the ID and other times it's because they stopped driving and never bothered to get a state ID. When I get the initial phone call for the appointment I verify that the signer does have current ID. Check with your state division that handles drivers license and state ID's to see if a copy of the ID can be obtained through the internet or by written letter. Also, if you have developed a friendship with a social worker or manager at the facility you might be able to use them as a credible witness, since they would know both you and the signer. That all depends on your state laws.
