What am I missing here... Elder abuse is one of the largest growing crimes in the nation. One element is the manipulating of the assets. If you don't think there can not be easy fraud in a care / nursing home environment you need to get out of the Notary business. If your state does or does not require picture ID is kind of irrelevant... YOU should as a matter of protection, same as talking to the signer to be sure of capacity.
