In the 2018 handbook (and am very surprised CA didn't issue a 2019 book they issue one every year) Page 14 shows a sample blank cert, hence no crossouts. Page 15 shows a sample completed cert and there ARE crossouts.
For me it's just common sense that the irrelevant words would be crossed out or the most relevant would be circled rather than leave it up to interpretation.
