Re: has anyone noticed how vague the CA notary handbook is

In my treasure trove of notary materials, there exists the very first handbook I was provided by the SOS, took an oath before the City Clerk, and then purchased my bond and recorded same in Ventura county.

The handbook has changed very little since 1970! It is merely a framework of notary law and cases that made new laws.
