"state law allows escrow officers commissioned as online notary publics to perform fully digital closings using a combination of video technology and digital signatures"
The law doesn't say anything about escrow officers as far as I could see - anyone who is authorized by the Secretary of State can perform remote notarizations, so if you don't have to be an escrow officer to notarize a traditional closing, I don't see why it would be necessary for a remote closing.
