require it because the banks don't want to get in the middle of issues with POA's--fraud, misuse, etc. I've heard that the banks will often require their own POA & are hesitant to accept a Durable POA here in VA. I can understand their position, but it is often all a person can do is to get a POA signed in the first place. I do many at hospitals, nursing homes, and through Hospice.
