However, a California notary public who is not also an immigration consultant is prohibited from completing an I-9. Refer to Notary Newsletter 2017 page 7 and 2019 Notary Handbook page 17 - both headings are Immigration Documents.
Not that I agree with this prohibition as the I-9 does not have to notarized and can be completed by just about any individual - neighbor, stranger at coffee shop, etc. - but this is what the California SOS has dictated. Probably one more source of income with the licensing of the immigration consultant. jmo
