That's wrong; it was probably written that way to simplify it. You don't renew a student visa, you get a new one. It involves the same process as getting the original visa. Foreign students are often warned by their schools about traveling outside the US with an expired visa because there's no guarantee they will be able to get another one. Some schools have an office that will try to coordinate the process for them if possible before they travel.
