Then why are the payments still being made?
The Obama administration filed an appeal, which is still pending. Trump can decide whether to pursue the appeal or drop it. If he drops it, 25-30 million people will likely lose their health insurance, and he doesn't really want to take the blame for that. He threatened to do exactly that in an attempt to get the Dems on board with the AHCA but backed off and these payments to insurers are still being made. |
