It's becoming painfully obvious that this administration really doesn't care about Puerto Rico - they may be American citizens but they can't vote for President and have no voting representation in Congress, so politically they're not seen as an important constituency. Trump has bigger fish to fry, like those pesky NFL players who refuse to stand for the anthem. He's been focused on that one for two weeks.
Trump immediately waived the Jones Act for Houston and Florida but resisted doing so for PR. The Jones Act waiver for PR expired on Sunday, and according to DHS will not be extended (it was extended for both Houston and Florida), with no explanation. According to DHS, NONE of the ships they were aware of operating under the waiver delivered anything to Puerto Rico; in fact, at least three appeared to be headed elsewhere.

There will be a LOT of Puerto Ricans relocating to the mainland, and their votes will count in 2018 and 2020.
