There's no dispute about whether he had the right to cut them off since they hadn't been approved by Congress. The question is whether he should have cut them off when there was no replacement solution in place. He did this without any apparent concern for the consequences; he just got impatient and decided to sabotage Obamacare more than he already has, thinking this would force the Dems to negotiate. It won't work because he now owns the problem.
It's about to blow up in his face. Pennsylvania announced today that their original estimate of premium increases for 2018 (previously at 8%) has just been changed to 30% based on figures submitted by the insurance companies following the cessation of the CSR. That's just the first state; more will follow. And this one is all on Trump; he can't blame this on Obama.
