Got it.
Turns the problem wasn't some guy pushing the wrong button, it was a poorly designed software program. I don't know if you've seen the mockups of it, but they've got a bunch live and test message links on the same menu; it's just basically just an unordered list of things you can do, and it's not immediately clear what does what.

There was also no option to cancel the alert (although the state says there is one now), which is why it took over 30 minutes before the alert was officially canceled. It's a wonder this hasn't happened before. |
