That the Constitution was written by and was intended for the governance of U.S. citizens does not mean provisions of it do not apply to non-citizens when appropriate. Thus, the rendering of non-whites not only non-citizens, but subhumans (and please do not inte r pret that as my sentiment). The asphalt on which Canadian tourists drive, the medicines they buy, the skies they fly, investigations of the crimes that victimize them -- all are regulated or provided by some level of government, and knowing how many feet are on the ground facilitates that. It is immaterial whether those feet belong to a native-born or naturalized citizen, the spouse of such a citizen, a green-card holder, an applicant for citizenship, a dreamer, or an illegal immigrant. |
