As Mike stated, those who were assigned a case manager were the ones who did show up in excess of 90% of the time. With a bit more thought and advance planning, perhaps the case manager program could have been expanded and this entire issue could have been avoided.
I suspect, however, that that wasn't the intent of this entire initiative. While all this has been going on, how much have you all heard about the 2019 GOP budget proposal unveiled this week in the House with ginormous cuts to Medicare, Medicaid and Social Security? After all, they have to find some way to pay for the huge tax cuts (most of which went to the wealthy) which they passed last year and which are increasing the budget deficit. (These are the tax cuts that were supposed to grow the economy and pay for themselves - which is not happening...)
Plus, this 'zero tolerance' policy is giving Trump plenty of opportunity to gin up ire against his latest scapegoats for all this country's problems, many of which are exaggerated or even fabricated.
