61% of that population is black. Every vote should count. Again, going back to the 2016 election, the Electoral College result was decided by only about 70,000 votes across three states. Every single vote counts.
And this still avoids the question: Why now? Why is this suddenly an issue? Why did they want to close polling places a couple of months before an important election, when the conditions they complained about have existed for years? No one has been able or willing to answer that question. The consultant (who has since been fired) who came up with this idea, when asked at a community meeting whether he had any alternatives, said that he was "not hired to find alternatives". OK, so the Board of Elections just wanted you to find a reason to shut them down and not suggest a way to replace them?
