As mobile notaries, we're in a different situation than notaries working in a store front (like UPS, AAA, a bank, etc.), when it comes to refusing to notarize. IMO, if we ask enough questions in advance, we can always refuse to travel - or to schedule an appointment - which is not the same as refusing to notarize.
