Just checked my 2023 BGC. Yes, it says Backgrounds Online right at the top of first and last page, along with their address in Sacramento.

I always order and pay for my BGC directly through the XYZ website. BGC is always says Backgrounds Online on it.

The only thing that throws me off from OP is an actual person's name connected with it.

For your peace of mind, if you've had prior BGCs from XYZ, you may want to look at them to verify they're issued by Backgrounds Online. Smile Mine all were.
