I reviewed the Federal exemption list last week online https://www.cisa.gov/ and did not see Notaries or Notary Signing Agents listed. Perhaps that information has changed? If you have a link that would be so helpful, otherwise, I will research for that information later today.
As far as the county’s public health approval...if you say so. I would think we would need to be checking with them on a daily/weekly basis due to the rapidly changing circumstances as the virus spreads and has greater impact.
I guess it will come down to notaries and the rest of our society doing what they feel they need to do or what is the right thing to do until we have boots on the ground checking papers and determining essential work.
