And it is NOT the certificate. Definition of a certificate: "a document serving as *evidence* or as written testimony, as of status, qualifications, privileges, or the truth of *something*" What's the something? What preceded the something is what the certificate is evidence to.
2018 Handbook, pages 9 and 16 and page 2 of the 2018 Newsletter clearly define a notarial act. Notarial acts aren't only witnessing signatures. Taking an oath (for a deposition) is a notarial act and must be recorded in the CA journal just as witnessing a signature is required. If your state's SOS handbook doesn't clearly define a notarial act, and your SOS personnel is no help, you can consult an attorney. If an attorney is no help, then all you have is precedent set by another jurisdiction.
