If the bill passes but the rules do not get made, it seems to me people present in CA who want a notarization are MORE likely to use RON than if the rules were implemented. Without the rules, RON notaries on other states can continue to serve people present in CA just like they do today. If the rules are implemented, if I read the bill correctly, platforms that provide service to a signer who states that he/she is in CA will have to follow some parts of the CA law. Presumably some platforms won't want to and will decline to serve signers who say they are in CA. |
