 Colorado SB 19-084 Proposes Online Remote Notarization

Senate Bill SB 19-084, titled Revised Uniform Law Remote Notarization, introduced 1/16/2019, proposes online remote notarization by enacting an amendment to the Revised Uniform Law on Notarial Acts (RULONA). RULONA became effective in Colorado on July 1, 2018.

The bill includes rules for acceptable forms of identification for remote notarization.

The Secretary of State would promulgate rules for acceptable technology for two-way audio/video communications and storage of video recordings of transactions for 10 years.

In 2018, a proposed remote notarization bill was defeated due to privacy and security concerns.

Colorado is also a leading state in encouraging the use of blockchain technology for recordkeeping.
