I use Password Safe. It's free for Windows and available from https://pwsafe.org/
I use it because a leading encryption expert and advocate, Bruce Schneier, was involved in developing it and recommends it. For the PC version, the encrypted file with all the passwords in it is kept on your own PC, not in the cloud. It's encrypted with the Advanced Encryption Standard (AES) which everyone seems to regard as reliable. If you wish, you can set it up to be on a flash drive so your passwords are only available when the flash drive is inserted.

There are also versions for Android and iPhone; there is a small fee for these. I don't know if they store passwords n the cloud or not.
I've seen other lists of good password managers. I don't recall any of the ones from Cheryl Elliot's link in her first post being recommended in any other lists. For some recommendations see this New York Time's article:
