 Easier said than done

It's very hard to collect unless you go the small claims route, and then it costs you money to file and serve. If in the same state is easier as they have to appear where the incident took place, aka the signing location county. There is no pain and suffering trying to collect a debt, only in a dog bite or car accident for example.
My 2 questions are...
How did the amount get so large?
None of this means anything to us without a name?

There used to be collections that will take small amounts but haven't heard about them in years. It has to be worth their while to hound these people, so for that reason most pass on debts under a few grand.
