Sounds to me like FPL (whoever they are) is quite confused on what they think you're doing.
So, you notarize an Ack by signers on a subject/easement? saying yep, ID'd 'em & watched 'em sign.
Then, it seems they want YOU to sign a Jurat that you 'told the truth' when you notarized signers names on the above Ack.
