I don't have the specifics (because it's not my responsibility to worry about it), but my understanding is that changes to the CD can happen within those three days as long as they don't exceed certain thresholds for various categories of expenses, with different percentages, depending on the category.

I'm beginning to think, though, that compliance with (and enforcement of) that requirement is slackening off over time.
