But I do think what happened is title provided her with a CA certificate for her convenience to avoid her attaching another loose cert (incurring additional recording fees). When she was told that's all they'd take, they were saying "don't attach another one, use the one we provided on the deed" - I just hope they were smart enough to make sure it was entirely CA compliant.
