Technically, by law, no Witnesses are required on mortgages in Florida. Witnesses are only required on Deeds of conveyance. However that said, various counties throughout the state have impose their own witness requirements.
Check with hiring party and have them make the call whether they're going to require two witnesses. Yes in Florida notary can be one witness as long as the notary is not named in the document or has an interest in the transaction.
