Well aware of the dif between Dept. of Insurance and Corporations, but as to the regulation issues as such for this issue, I won't comment until I'm sure.

For my subdivison processing work, there is NO difference in practice.

If I had to guess as of this very moment in time? I'd say the above statement is true, but I'll get back to you.
