SOP is notary is lined up for signing and notary is responsible for lining up attorney office/title office. The acceptance of doing it in a parking lot was, apparently, only emergency covid related.

Title does not arrange for office - the notary does and most Texas notaries have relationships with companies to help them out. Apparently the notary in question told the hiring party they had an office to use when, in fact they did n Found later when title followed up with signers. Therefore SSA lost a title company client.

By this OP, the notary lied to SSA about their compliance with the law.
