if I were designing a rating system it would be so that no one could force a ranking. I have no idea how Harry developed it but all of my prior dealings with Harry have shown him to be an exceptionally fair person so I'm going to give it a chance and see how it works before I jump to conclusions. In my opinion any rating system that allows itself to be manipulated by those rated would not be in the best interests of anyone.
