The definition of a seal in an electronic document varies from state to state, and in some states, like Vermont, it's impossible to understand.*

I don't know what state you're in, so there isn't more I could say for now.

*Vermont's definition will become nice and clear if the governor signs the bill that is sitting on his desk.
